Project Overview
Digital Health, a Shared Health service, facilitates the improvement and enablement of healthcare delivery transformation through the use of information and communication technology. The focus is to provide efficient, effective information management and communication technology processes across Manitoba's provincial health sector.

Services will be performed in person in Winnipeg, Manitoba, with remote access permitted within Manitoba only. Services must not be performed remotely from outside Manitoba.

Position Summary
The Senior Business Analyst will support Digital Shared Services initiatives by leading business analysis, stakeholder engagement, process transformation, and organizational change activities within complex healthcare technology environments.
The successful candidate will possess extensive experience in large-scale digital transformation projects and will work collaboratively with operational stakeholders, technical teams, frontline healthcare staff, and executive leadership to identify business needs, define future-state processes, and support successful implementation outcomes.
Key Responsibilities
- Lead business analysis activities for large-scale digital health and technology transformation initiatives
- Conduct current-state assessments, gap analyses, and future-state process design
- Gather, document, and validate business, functional, and operational requirements
- Facilitate workshops, interviews, and stakeholder engagement sessions
- Develop business process maps, workflows, use cases, and requirements documentation
- Support organizational change management initiatives and readiness activities
- Collaborate with project managers, technical teams, and operational leaders to support project delivery
- Assist in policy and procedural documentation development
- Support system implementation, upgrade, and transformation initiatives
- Identify risks, issues, dependencies, and opportunities for process improvement
- Develop reports, presentations, and executive briefing materials
