THOR Solutions is actively seeking a
Financial Analyst to support Maintenance Availability Budget Execution efforts at the Commander, Naval Surface Forces, Atlantic (COMNAVSURFLANT) Maintenance and Engineering (N43) in
Norfolk, VA. In this role, the candidate will provide expertise and services to support the maintenance, modernization, and engineering of surface vessels.
This position is associated with an upcoming contract that THOR is pursuing, with an estimated award/work start around the first week of September 2025. We are conducting preliminary, “contingent” hiring for roles associated with this contract. The work start is dependent upon THOR being awarded this contract.Typical Responsibilities:- Provide financial data collection, data entry, and data analysis for the N43 financial director in support of COMNAVSURFLANT program and type desk managers.
- Enter financial amendments from N43 staff into key COMNAVSURFLANT financial execution documents and databases to include N43 finance Program Summary, FRMS, CFMS, SABRS and ERP.
- Assist Financial Director with the development and maintenance of the FRMS database software with USFFC program developer.
- Use CNSL databases and reports to provide financial data and analysis for ad hoc queries.
- Review financial documents issued by Budget Activity/Functional Program to ensure they are consistent with established budget formulation and execution processes.
- Review and analyze funding requests from COMNAVSURFLANT TDOs/TDAs. Generate funding document in CFMS. Monitor and track movement of funds through the approval process and intervene as necessary to coordinate transfer of funds provided to the RMCs from SURFLANT.
- Assist in creation, track and review Centrally Managed accounts funding documents and correct Resource Sponsor (RS) and Program Element (PE) as necessary in support of improving financial accuracy and accountability.
- Update CNSL Program Summary Checkbook daily
- Assist and/or develop draft Flag Level Monthly Financial Briefs and supplementary briefs as needed.
- Attend meetings and report outcomes of meetings to the Finance Director as needed.
Location: Onsite in Norfolk, VA.
Travel Requirements: Up to 25% travel is anticipated, to CONUS and OCONUS locations, dependent upon customer requirements and schedule.
Typical Physical Activity: Primarily desk/computer work in an office environment. Periodic visits to waterfront/shipboard environments. May involve: repetitive motion, traversing shipboard environments (e.g., confined spaces, ladders, hatches), speaking or vision.
