Job Announcement

We are looking for an experienced statistical & data specialist with an interest in serving the community and contributing to the success of the Community Services Board (CSB). The CSB provides clinical services and support to individuals and families with mental health, substance use and co-occurring disorders, and developmental disabilities.

As a member of the Community Services Board's Analytics & Evaluation Team, ensures agency data quality, provides data management, statistical analysis, and supports the strategic initiatives of the Community Services Board. This position serves as a technical expert for data analysis, dashboard development, and reporting to demonstrate client outcomes and support selected agency initiatives. Ensures compliance with regulatory reporting requirements and local, state, and federal mandates. Performs analysis of data to assess data quality, outcomes, identify data gaps, and implement improvements to support data quality, such as changes to business practices, data collection and related processes and procedures. Extracts complex data from a variety of data sources including SQL databases, agency electronic health record, and other data sources. Uses a variety of statistical packages, reporting programs and tools, and business intelligence software, including agency electronic health record (EHR) reporting platform, PowerBI, R, SPSS, SSMS, GIS. Coordinates data collection, synthesizes data from internal and external sources, creates reporting tools, and develops data visualizations, reports, and business intelligence dashboards for all levels of the organization, providing data to support agency initiatives and the operation of the healthcare system. Works with program staff across the service continuum to develop capacity for data collection, internal and external reporting, and to develop data quality reports to assist staff with monitoring and resolving data errors. Evaluates performance of the healthcare system against county, state and federal outcomes targets and requirements.

License/Certification Reimbursement - Reimbursement for job related licenses and/or certifications once per year.

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited college or university with a bachelor's degree in analytics, informatics, mathematics, survey design, statistics, data science, computer science, healthcare administration, or a related field; Plus two years of professional work experience in data research, quantitative analysis, statistics, data science, or data analytics.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, a Child Protective Services Registry check, and sanction screening to the satisfaction of the employer. A TB screening upon hire.

PREFERRED QUALIFICATIONS:

  • Strong analytical skills with the ability to collect, analyze and disseminate significant amounts of information with attention to detail and accuracy.
  • Advanced knowledge of relational databases, with ability to create advanced SQL queries to retrieve and report data.
  • Experience with a wide variety of software & reporting tools to create infographics and data visualizations (Microsoft PowerBI, Tableau, GIS mapping, graphic software packages, etc)
  • Experience using statistical packages for program evaluation and data analysis. (R, SPSS, SAS, etc)
  • Knowledge of healthcare standards and measures (HEDIS, NCQA, CCHBC, etc) and experience supporting performance measurement and quality improvement activities.
  • Experience working with electronic health records in a behavioral health setting.
  • Strong written and verbal communication, critical thinking, and problem-solving skills
  • Experience presenting complex information to a variety of audiences.

PHYSICAL REQUIREMENTS:
Ability to lift up to 25 pounds. Ability to attend meetings after dark; stand, sit, and walk as needed to perform core job functions; and travel throughout the county for CSB meetings. All duties performed with or without reasonable accommodations.
