Position Summary:


A key member of the Evaluation and Impact Analysis team, the Evaluation and Data Specialist, under the guidance of the Director, Evaluation and Learning is responsible for supporting the implementation, monitoring, and reporting of Health Research BC’s measurement and evaluation framework. The Evaluation and Data Specialist will play a key role in completing data requests from internal and external partners, and is expected to work closely with the Research and Evaluation Specialist, and Data Analytics Specialist to meet the analytic and reporting needs of Health Research BC organizationally, and at the project level. The position requires strong knowledge of both quantitative and qualitative methods used in measurement and evaluation.




Β Key Responsibilities:



  • Supports the evaluation and measurement of Health Research BC activities: working collaboratively with the department leads to identify, monitor, and report on outcomes aligned with Health Research BC’s strategy and organizational objectives.

  • Leads data collection, analysis, and visualization in accordance with evaluation or project.

  • Utilizes multiple evaluation methodologies (e.g., summative, formative, realist) to help inform decision making.

  • Supports the Research and Evaluation Specialist, and Data Analytics Specialist in developing project specific evaluation frameworks or plans by reviewing evidence-based literature, identifying key stakeholders, developing logic models, identifying key performance indicators, developing the design and data collection methods, and corresponding data collection.

  • Completes evaluation reports and corresponding data syntheses to advance strategic and operational.

  • Appropriately prepares datasets (e.g., review data quality, clean, transform where needed, etc.) for analysi.

  • Supports annual activity and outcomes-based reporting for funders.

  • Utilizes various software tools to analyze, interpret and conduct analysis of internal and external quantitative and qualitative data.

  • Provides evaluation and analytic support to various groups, projects or teams working in a learning health system context within the BC SUPPORT Unit.

  • Performs other duties, as required, to support EIA activities.




Requirements:



  • Undergraduate degree in social sciences or other applicable discipline related to data processing, statistics, or other health care-related discipline, with a minimum of three years of recent, demonstratable experience with learning and applying research methods.

  • Knowledge of both qualitative and quantitative methods used in program evaluation.

  • Familiar with data cleaning, analysis, and visualization processes, including ability to compile data from a variety of sources (e.g., administrative datasets, scientific research database).

  • Ability to guide, plan, support, and/or perform data analyses for teams.

  • Strong verbal, written and electronic communications

  • Strong interpersonal skills, with an ability to establish and maintain relationships, and interact effectively and collaboratively with Health Research BC colleagues.

  • Self-directed, with the ability to organize, establish and manage priorities and workflow, work and think independently.

  • Committed to equity, diversity and inclusion and Indigenous reconciliation; training and/or experience in equity, diversity, and inclusion and/or Indigenous cultural safety an asset.
