The Oregon Health Authority (OHA), Public Health Division (PHD), Center for Vital Statistics in Portland, Oregon has a career opportunity for a Oregon Vital Events Registration System (OVERS) Operations and Business Analyst to conduct operational and business analysis for the Oregon Vital Events Registration System (OVERS) Program.
This is a full-time, permanent, classified position and is represented by a union. This recruitment may be used to establish a list of qualified candidates to fill current or future vacancies.
What you will do!
As the Oregon Vital Events Registration System (OVERS) Operations and Business Analyst, you will provide operational and business analysis for the Center for Health Statistics and (OVERS) Program. In this position you will plan, manage, lead, and evaluate Center operations and improvements to modernize the stateβs vital records and statistics system (OVERS) and Center operational business processes, programs, and services. Duties include, for example, implementing REALD/SOGI, interoperability with other systems, and vendor contract management. This position facilitates change through effective project management and performs legislative and policy analysis.
What we are looking for:
Minimum Qualifications:
A combination of experience and education, equivalent to seven years of professional-level evaluative, analytical, and planning experience related to public health and data statistics, or closely related field.

A Bachelor's Degree in public health, data science or analytics, occupational health, public policy, public administration, or a closely related degree demonstrating the capacity for the knowledge and skills of the position AND four years professional-level evaluative, analytical, and planning experience related to public health and data statistics, or closely related field.

Experience in business analysis, project management, and change control management principles and methodologies.
Experience in developing and implementing quality improvement processes and procedures.
Experience in contract administration, procurement, and vendor management.
Experience in computer systems, databases, end-user and technical documentation, as well as data quality management.
Proficient in the MS Office Suite (including Word, Excel, Teams, and Visio), experienced with tracking or file management software (such as Smartsheet), and knowledgeable in interactive data visualization software (Tableau).
Working Conditions:
The work of the Center is mission critical. Due to the nature of the duties for this position, 100% of the work is conducted in the office at the Portland State Office Building located at 800 NE Oregon Street, Portland five days a week during standard office hours for the first 6 months working in the position.
Remote work, no more than three to four days per work week, may be considered after working in the position for 6 months if remote work meets business operations. Remote work may occur on occasion in the event of emergency or closure. Remote working conditions would be a combination of office and remote locations, with full access to needed operating systems and technology in either location.

Paid Leave Days:
11 paid holidays each year.

The salary listed is at the non-PERS rate. Public Employee Retirement System (PERS) eligible employees will have their base salary increased by 6.95% and pay the 6% employee contribution to PERS. If you are not yet PERS eligible, the 6.95% pay increase and employee contribution will be effective upon PERS eligibility.
