General Statement of Job

Under limited supervision, performs advanced financial, economic, and policy analysis. This role supports executive decision-making by developing complex financial models, preparing in-depth analyses, and presenting findings in a clear and actionable manner. The position also plays a key role in the County’s capital financing strategy, debt management, and compliance with municipal financial regulations. Reports to the Director of Budget.

Special Duties & Responsibilities

Conducts advanced financial and economic analysis, including scenario modeling, forecasting, and preparation of clear written and verbal presentations for leadership and other audiences.

Supports capital financing activities by working with the CFO and financial advisors to secure funding, track capital project revenues, process bond draws, and maintain data for ongoing debt policy evaluation.

Ensures compliance with federal and state regulations governing municipal debt, including tax-exempt financing requirements, and completes all required MSRB disclosures.

Researches financial, legislative, and operational data to prepare revenue projections, assesses the fiscal impact of state and federal actions, and supports long-range planning.

Monitors economic and financial trends and recommends improvements to County fiscal policies and analytical practices.

Provides financial analysis and guidance to County departments and participates in public meetings and hearings related to the budget, CIP, and other financial issues.

Performs special projects, typically financial in nature, with minimal supervision.

May supervise Budget Analysts by assigning tasks, reviewing work, and supporting staff development.

Performs other related duties as assigned.

Minimum Training & Experience

Bachelor's Degree in Business Administration, Finance, Accounting, Economics, or a closely related field, and at least seven (7) years of progressively responsible experience in the public sector financial field with emphasis on financial analysis, budgeting, and for
