Role Overview:
BDR Solutions LLC is seeking a Senior Business Analyst to serve as a Key Personnel position on an IRS MFRA Branch task order. This individual bridges the gap between IRS business stakeholders and the technical delivery team — translating complex tax processing business requirements into OneSDLC-compliant technical specifications, managing data analysis and reporting for MFRA Branch systems, and ensuring that legislative change requirements are fully understood and traceable before a single line of code is written. The role spans both O&M (CLIN 0001) and Design/Development (CLIN 0002) work streams and requires strong requirements analysis skills, BI tool proficiency, and the ability to communicate complex technical concepts to non-technical senior IRS management.
Responsibilities:
- Gather, analyze, and document business and functional requirements for MFRA Branch O&M work requests and legislative change initiatives
- Design data models and BI solutions to support MFRA Branch reporting, data analysis, and stakeholder decision-making
- Develop and maintain requirements documentation in DOORS Next; trace requirements to design artifacts and test cases in IBM ETM and Jira
- Work with COBOL, ALC, and Java developers to ensure requirements are understood, technically feasible, and accurately reflected in design specifications
- Perform system and application assessments for MFRA Branch work requests (PWS 3.0)
- Analyze IRS work requests for filing season, legislative, and mid-year changes; produce impact analysis and scope definition
- Design and deliver BI reports and dashboards using Tableau, Power BI, and SQL for IRS program management and senior leadership
- Support preparation of OneSDLC/ELC artifacts including SDSR, DSR, iBSR, ICD, and TRR documentation
- Communicate complex technical requirements and system capabilities to non-technical IRS stakeholders and senior management
- Prepare and deliver briefings on MFRA project status, data trends, and technical issues to senior IRS officials
- Participate in CCB sessions — review change requests, assess business impact, and ensure requirements alignment
- Support knowledge transfer to IRS staff on MFRA system capabilities, data structures, and business rules
