RESPONSIBILITES:

  • The Business Analyst (BA) performs systems development lifecycle activities including analysis, requirements, design, development, testing, and implementation of products, information systems, and business processes in a variety of technical environments.
  • Be a team player and follow best practices to develop and improve upon procedures consistent with program, project & task requirements, using analytical thinking and communication techniques to rapidly assimilate various types of information and identify which are relevant.
  • Assist with requirements and prioritization activities including elicitation, analysis, design, testing, and implementation of products, information systems, and business processes in a data environment.
  • Understands prioritization techniques to align requirements with vision and works with end users and business stakeholders to translate business questions and goals into requirements for reports, dashboards, BI query objects, and source data systems.
  • Work closely with experienced analysts or project leaders to seek guidance and added instructions.
  • Participate in strategic planning and evaluate and recommend technical solutions.
  • Evaluates problems of workflows, organization, and technology and helps the team develop appropriate corrective action
  • Be the Subject-Matter Expert (SME) on business requirements, user needs, and value.
  • Consult with and advise the PO based on own understanding and expertise.
  • Be able to represent the PO's needs and wishes to the development team.
  • Understand the business value of each item in the backlog and be able to help the PO prioritize the best order for maximizing return on investment (ROI).
  • Be an expert on the current system's use and capabilities.
  • Provide training/instruction on how to use the system and explain the system's observable behavior.
  • Authority on the expected behavior of the system, including determining if a bug report is a defect or expected behavior.
  • Be an Expert on how to write excellent epics, user stories and acceptance criteria and other scrum artifacts.
  • Define what a good epic and a user story is.
  • Be able to assist the Product Owner (PO) in creating good user stories (with the assistance of the team, where necessary).
  • Write/edit user stories and acceptance criteria when the PO is not able to.
  • Own the "Definition of Ready", with the team's assistance on the "Definition of Ready".
  • Work closely with the developers and the test engineers to come to an agreement on the acceptance criteria for all user stories.
  • Communicate with the PO frequently to build a rapport and schedule periodic requirements gathering and/or backlog grooming sessions.
  • Be able to differentiate between functional and non-functional user stories and mark them using appropriate labels in JIRA or similar tool.
  • Own the prioritization of stories (the PO sets the priorities; the BA owns that the list is accurate).
  • Ensure that the PO is available to the team.
  • Help the PO prioritize their availability.
  • Monitor production issues as an incident commander (IC) and coordinate with other team members to bring production issues to closure within defined SLAs in the contract.
  • Ensure that the team completes Office of Information Technology (OIT) requests.
  • Help make sure that OIT and the PO are connected on priorities and deliverables.
  • Work on periodic weekly, monthly, quarterly and annual deliverables and reports as needed and requested by the Program Manager.
  • Be a gatekeeper of Quality.
  • Ensure the requirements are clear enough to test and edge cases have been addressed.
  • Lead the way and set a great example of checking that stories meet the Acceptance Criteria, are well done, and meet the "Definition of Done."
  • Acts as a backup functional tester when required.
  • Be proactive in requesting time off or PTO approvals well in advance.
Requirements


NON-TECHNICAL MANDATORY REQUIREMENTS:

  • Must be a U.S. Citizen
  • Must possess an active/current DHS-USCIS Entry on Duty (EOD) Clearance/Investigation or have previous DHS experience within the last 2 years
  • Must be local to the DC/MD/VA metro area and be open to working a Hybrid Schedule (2-3 days a week) in Mclean, VA.
  • Strong interpersonal, communication, and presentation skills
  • Must have critical thinking and analytical skills.
  • Excellent time management skills and working within aggressive delivery schedules.

MANDATORY REQUIREMENTS:

  • Bachelor’s degree and 4+ years of pertinent Business Analysis experience.
  • 4+ years of experience working within Agile Frameworks, such as Scrum or Kanban
  • Must be proficient in using JIRA.
  • Must have client-facing (specifically with Product Owners or business Subject Matter Experts) experience in conducting backlog grooming and requirements gathering sessions.
  • Proficient in creating reasonable and accurate time estimates for assigned tasks.
  • Excellent verbal and written communication skills to be able to interact directly with non-technical and technical client stakeholders and act in a business-to-technical translation role, including generating effective visualizations.
