About the Position

The Budget Data Specialist performs high-level analytical and technical budgetary work required to administer various budget programs and funds for the division. Under the direction of the Assistant Director of Budget Planning & Analysis, the incumbent operates independently to provide a broad range of analytical support that involves financial policy development and implementation, financial management, financial planning and analysis, budget allocation, and budget management and reporting. In addition, the incumbent maintains various databases and performs analytical work that involves metrics relevant to the higher education spectrum.
Responsibilities include but are not limited to the following:
- Perform quarterly and year-end projections for assigned programs and units.
- Review budget/financial reports to identify, research, and rectify discrepancies.
- Conduct periodic high-level and detailed analyses of division cost factors.
- Gather data and apply appreciable ingenuity and innovation to identify new approaches and solutions to address complex financial and budgetary problems and issues.
- Develop and produce high quality reports and present data with reliable recommendations and conclusions.
- Perform budgetary analysis involving metrics such as FTE/F, FTE/S, Student-Faculty Ratio, assigned time, etc. that assist the divisionΒΏs financial allocation decisions.
- Serve as the subject matter expert for query development, maintain local databases, and produce reports that supports financial and workforce planning / recruitment decisions.
- Review, analyze, and make recommendations on annual budget plans and requests.
- Implement and maintain current year operating budgets for the division including reviewing and processing budget transfers and journal entries in budget ledgers.
- In support of the mission of the division, analyze anomalies, reserve balances, and determine action to be taken to balance accounts.
- Contribute to the preparation of budgetary reports, including but not limited to annual base submission, division budget plan, business plans, and presentations to stakeholders.
- Monitor and track personnel changes that have impact on the budget and position allocation to the division.
- Play an active role in the Academic Affairs Resource Team (AART) and Financial Liaison Group (FLG) meetings.
- Provides guidance and support AART and FLG members on division and campus policies, and trains division users on financial reporting systems.
- Assist with testing and evaluating financial systems; troubleshoot problems with financial systems and reporting tools.
- Provide analytical support to Assistant Director of Budget Planning & Analysis.
Required Qualifications
- A bachelor's degree and/or equivalent training
- Four years of administrative work experience involving study, analysis, and/or evaluation leading to the development or improvement of administrative policies, procedures, practices, or programs
Preferred Qualifications
- Advanced Graduate Degree in business, economics, finance, mathematics, statistics, or in a related field
- Three years of relevant work experience performing similar functions
- Experience working in higher education or the California State University system.
- Experience working with revenue generating activities.
- Experience working with business intelligence software, reporting, and query tools
Knowledge, Skills & Abilities
- Excellent written and oral communication skills.
- Ability to research, develop, analyze, implement, and evaluate policies and procedures
- Critical thinking and problem-solving skills with the ability to investigate and analyze problems having broad administrative impact.
- Expertise in administrative survey techniques, operations and systems analysis, statistical and research methods, and the ability to interpret and evaluate results to develop sound conclusions and recommend new or revised policies.
- Knowledge of software applications: MS Office, Google Suite, and database management.
- Ability to perform accurately in a detail-oriented environment.
- Ability to handle multiple work priorities, organize and plan work and projects.
- Ability to investigate and analyze problems having broad administrative impact.
- Ability to train others on new skills and procedures and provide lead work direction to students
- Ability to anticipate problems, develop solutions, and address them proactively
- Excellent customer service, networking, and public relations skills.
