Primary support includes performing budget planning, estimating, cost analysis, monitoring, and reporting, along with variance analysis and other program/project and/or division control duties. As the primary financial representative assigned to the work group, the individual will be required to work closely in a matrix relationship with the programs/projects and/or division personnel and management within CNS as well as external customers (such as NNSA YFO).
Enter and/or ensure that cost estimates are complete and comprehensive for the assigned program or organization during the Annual Controlled Baseline process each fiscal year, as well as ensuring that the cost estimate changes submitted in Baseline Change Requests (BCRs) are accurate. For program support, develop specific resource demand needs for each period and future year workload schedule. For organizational support, reconcile resource availability in comparison to program mission demands. Enter and/or validate the Estimate at Completion (EAC) for each assigned project, working with program or organization financial contacts. Analyze financial transactions for appropriate charging and request necessary corrective actions. Maintain status of all budget and financial deliverables and objectives. Analyze funding availability and budget usage, and keep the program/project and/or division manager and F&BO management apprised of the fiscal status and any suggestions for course correction throughout the fiscal year.
Develop and/or generate reports and graphs that enable management to make decisions regarding current and future financial direction. Maintain an early warning trend program on all programs/projects and/or divisions being supported. Identify areas for continuous improvement associated with existing processes, tools and methods.
The individual ensures:
• Timely and effective communication and coordination within the F&BO Division, along with timely definition and communication of financial status with the assigned program/project and/or division personnel and management
• Assignments are completed on schedule through effective time management
• Compliance with all applicable external and internal rules, regulations and procedures
• Documentation is maintained in configuration control of all financial information
• Identification and implementation of solutions for financial issues within work group being supported
• Identification and support of change initiatives within area of responsibility
• Support of cooperation and cohesiveness within their assigned work group
Responsibilities include maintaining safe working conditions. Maintains strict application of regulations for security and plant protection. Identifies risks to personnel and facility safety and/or mission viability; ensures implementation of prevention and mitigation measures to eliminate or reduce the risks and potential consequences.
