On July 22, 2010, the Improper Payments Elimination and Recovery Act (IPERA) of 2010 (P.L. 111-204) was enacted. IPERA requires federal agencies and entities receiving federal funding (including states and localities) to ensure that their managers, accountable officers (including the agency head), and programs, are held accountable for reducing improper payments. To implement the requirements of IPERA, the United States Department of Labor (USDOL) is requiring State Workforce Agencies (SWAs) to report planned activities to prevent, detect, reduce, and recover improper unemployment insurance (UI) payments in a yearly Strategic Plan to be included in their annual State Quality of Service Plan. States must report quarterly on their achievements.
Business Need:
In order to fulfill the requirements established by the IPERA, the state needs to perform a business process reengineering project on the Unemployment Insurance processes. In order to perform a thorough and effective analysis and improvement, the state needs to secure a highly skilled Consultant resource experienced in performing similar strategic initiatives. The Department must also align its processes, policies, procedures with prior BPR efforts and carry out additional activities in implementing new and improved systems as necessary to meet goals.
Day-to-Day Tasks of the Business Process Analyst may include but are not limited to the following:
β’ Analyze and develop process flows and diagrams resulting from prior initial claims business process re-engineering (BPR) efforts and perform other duties consistent with establishing or re-engineering unemployment insurance processes, policies, procedures as needed.
β’ Analyze and develop work process guides as needed.
β’ Analyze, develop, and update policies and procedures. Implement new efforts aimed at improving overall unemployment insurance integrity.
β’ Engage in a business process analysis to identify areas of weakness in unemployment insurance policies and procedures ensure alignment with Federal and State goals and requirements. Re-engineer processes that will improve program integrity performance.
β’ Establish and work with a team of state-staff who will collaborate in this project,
β’ Work with a Project Manager and key Subject Matter Experts to establish scope, timeline, a list of milestones, and a project plan,
β’ Facilitate focus group meetings and document meeting minutes, outcomes, and action items,
β’ Gather detailed business requirements for business process enhancements; analyze and document requirements, update policies and procedures, user guides, and workflows,
β’ Review goals for business process re-engineering related to initial claims intake, response rates, adjudication, communication, determination, and alignment with Federal requirements,
β’ Review required metrics and necessary/desired improvement in levels of achievement in all unemployment insurance processes,
β’ Review of current systems, processes, practices, policies, and procedures,
β’ Review efforts already underway as part of its UI system improvement project (UISIm) for alignment with goals,
β’ Interview staff to develop baseline of improvement,
β’ Review and update work processes/work-flows,
β’ Review customer feedback and concerns and work with customers to achieve goals,. Ensure best practices are captured and used,
β’ Develop organizational, process, and execution business process models for as-is, to-be, and recommended near and longer term improvement,
β’ Perform a gap analysis between existing practices, goals, and current achievement,
β’ Provide interim reports of process and regularly meet with the UI staff and management team to ensure the project stays on time and target, andProvide updates to unemployment insurance processes, policies, procedures, written reports as needed, and re-engineered or new processes, practices, policies, procedures, and work-flow.
β’ Establish fit gap and plan for rapid implementation in New York.
β’ Additionally, provide recommendations for alignment under the UISIm project, recommending mid/long term changes aimed at exceeding interim goals.

Candidates should have at least 60 Months experience, and below should apply
Β
Experience in business process reengineering activities.
Experience in projects focused on business process reengineering or LEAN Six Sigma as demonstrated by credentials.
Experience in delivering comprehensive recommendations/reports with a key focus on business process improvement with strong attention to detail.
Government agency business process re-engineering experience within or for a government or state agency.
Experience in leading interdisciplinary teams with demonstrated excellence in analytical, written, and oral communication skills; team dynamics and leadership including diplomacy and decisiveness; strong organizational and problem-solving skills; and the ability to manage multiple workgroup tasks and assignments.
Bachelorβs Degree in Business Management with course work in Information Technology and Analysis.
1 year proficiency with Microsoft Office Suite specifically in Word and Excel.
