Job Summary:

The CRA/Fair Lending Data Analyst uses a combination of compliance monitoring reviews, data analytics and statistical analyses related to the CRA and Fair Banking program to proactively identify compliance risks or gaps in controls and recommend corrective action.  The role is responsible for providing research and analytical support; communicating compliance deficiencies and potential problems to management and staff; coordinating with and providing assistance to management in developing and implementing corrective action to resolve identified problems.  The CRA/Fair Lending Data Analyst is responsible for ensuring compliance with all record-keeping and reporting requirements of the Community Reinvestment Act and fair lending laws.

  • Monitor and assess legislative and regulatory changes to ensure that appropriate personnel are informed, and changes are made as necessary to Encore Bank’s policies and procedures to comply with regulatory requirements.
  • Assist in establishing annual CRA and Fair Lending goals that must be achieved in order to attain the desired ratings.  On an ongoing basis, compile, monitor, and report upon Encore Bank’s performance in achieving said goals. 
  • Participate in ongoing compliance risk assessments based on lines of business and by CRA and Fair Lending regulations; identify acceptable level of compliance risk and corresponding controls; identify and provide solutions to address gaps in controls, mitigate compliance risks, and enhance compliance training. 
  • Collaborate with the applicable department, market leaders and/or management in the development and review of Encore Bank’s policies and procedures to ensure compliance with applicable federal and state laws and regulations related to CRA and Fair Lending and with actual operating practices.
  • Participate in new product development to ensure compliance with CRA and Fair Lending regulations
  • Support Encore Bank’s CRA and Fair Lending compliance program by reviewing, and analyzing CRA community development services and investments; monitoring Encore Bank’s special lending programs to ensure that goals and objectives are met; updating the CRA public file and performing other administrative tasks.
  • Be the main point of contact for anything concerning Kadince for the bank. Answer questions, and assist with submitting donations, services, etc.
  • Work with and assist executives and teams across Encore’s footprint on implementing the bank’s CRA Branching Strategy.
  • Staying informed concerning new laws and regulations that apply to CRA, Fair Lending, and Redlining and potentially recommending suggestions to management.
  • Prepare quality performance metric reports on fair lending for management and lending teams.   Provide recommendations regarding opportunities for improvement, areas of concern, etc.  Identify and track appropriate KRIs/KPIs to assist the organization with understanding its fair lending profile and performance. 
  • Assists in the administration of state and federal regulator CRA and fair lending audits or examinations and reviews; assists with responses; ensures deficiencies are addressed and corrective actions are effective and validated.
  • Assist with preparing and presenting periodic reports to the Compliance Committee concerning Encore Bank’s ongoing compliance with CRA and Fair Banking regulations.
  • Work on other projects that are assigned to benefit Encore. Deposit Information by Market, implementing Event signup by market in Kadince through the bank’s Intranet, create confirmation of address memo and assist the bank by fixing Small Business address discrepancies post-closing, work with the SVP Compliance Audit Manager on Fair Lending Overlap Analyses, work on CRA & Fair Lending training PowerPoint and train Community Outreach Officers, work with Commercial team on applying for a Multi-Family grant through the FHLB of Dallas for the Arkansas Enterprises for the Developmentally Disabled, etc.

Skills and Qualifications:

  • Bachelor's degree in a related field or an equivalent combination of education and experience, required. Five or more years’ experience in banking or financial services with three or more years’ experience with CRA and/or Fair Lending, preferably with federal regulator and/or large institution.  
  • Responsible for knowing and ensuring compliance with applicable laws, regulations and guidelines, as detailed in policies that include but are not limited to Fair Lending, Community Reinvestment Act, and other laws and regulations as they pertain to the position.
  • Strong communication (written and verbal) and organizational skills with the ability to work independently, as well as, collaboratively within a team environment.
  • Ability to interact and communicate effectively with all levels of management, legal counsel, regulators and examiners while maintaining strict confidentiality.
  • Ability to research and analyze regulatory compliance issues, communicate requirements as they relate to the organization, and develop effective compliance policies, procedures, references, and training.
  • Ability to work in a fast-paced environment and positively adapt to routine changes while maintaining high-performance standards.
  • Strong decision-making, analytical and investigative abilities with attention to detail and accuracy.
  • Strong foundation and business experience of compliance regulations specifically related to lending areas of a financial institution including, but not limited to CRA and Fair Lending,
  • Experience with CRA software (Kadince) and (Ncontracts) desired.
  • Ability to work successfully in a fully remote or hybrid position. Must be able to travel to Little Rock, Arkansas and other markets as needed.
