Description

Our Client is seeking a full-time Information Management and Data Visualization Analyst to provide support to the Bureau of Democracy, Human Rights, and Labor’s Office of Global Programs (DRL/GP) at the U.S. Department of State. The Analyst shall have experience in data base management, data analytics, information management, and data visualization. Candidates should have experience working independently, and the ability to work collaboratively with a team, as well as colleagues across multiple offices and agencies. The Analyst must have a working knowledge of foreign assistance, international human rights and democracy programming.

The Analyst shall be responsible for carrying out the office’s strategy, in collaboration with members of the team, to effectively develop and automate systems to aggregate, clean, and analyze data. The Analyst shall be responsible for creating reports that highlight DRL’s Human Rights and Democracy Fund (HRDF) and other resources, and to effectively communicate information using standard graphs, infographics, dashboards and other interactive data visuals, and other written formats. The Contractor shall assist DRL/GP with database management and incorporating and maintaining information provided from DRL’s database.

The Analyst shall apply internal control measures to protect organizational integrity and prevent unauthorized use or misappropriation of sensitive and classified material; reports instances of security violations/problems to the appropriate supervisory/management official; assumes full responsibility for safeguarding all classified and sensitive (but unclassified) material and equipment in assignment area(s). The Analyst shall directly support the Deputy Director who reports to the Office Director.

Duties and Responsibilities:

  • Must have experience with database management, online survey platforms, and data visualization techniques.
  • Manage DRL’s project management database to improve data quality and reporting.
  • Understanding of relational databases (MySQL) concepts and the ability to assist database developers in understanding office data needs to improve database design.
  • Design, develop, and provide compelling data visualizations, dashboards, tools, and utilities using multiple formats (e.g., Tableau, PowerBI, Qlik).
  • Ability to partner with DRL program staff and directors in determining data needs and identifying analytics opportunities.
  • Analyzing data, developing content for briefings, data calls, and status reviews for DRL Front Office, Congress, and external stakeholders.
  • Develop strategies and communication products to promote and share findings from applied research and evaluation activities.

Requirements:

  • Knowledge of international human rights and democracy programming is a bonus.
  • Draft reports and other documents for the team and program staff.
  • Strong analytical skills, including advanced skills in MS Excel (e.g., VBA, macros, formulas).
  • Ability to prepare data collection and data quality instruments, summarize data, interpret results, and effectively present information to leadership, program staff, partners and donors.
  • Ability to work under pressure and meet challenging deadlines.
  • Excellent oral and written communication and presentation skills.
  • Excellent inter-personal, inter-cultural and teamwork skills.
  • Must be able to travel globally to highly sensitive areas as needed.
  • Must be able to obtain secret security clearance and preference will be given to those with active security clearance.
  • Knowledge of various data visualization platforms (e.g., Tableau, PowerBI, Qlik).
  • Understanding of Python/R/SAS.
  • Familiarity with relational databases and data warehousing concepts.

Education:

Master’s degree with 3 years of experience or bachelor’s degree with 5 years of experience preferred.
