Job Duties


The Department of Behavioral Health and Developmental Services’ (DBHDS) Finance and Administrative Services division is seeking an experienced individual to serve as a Community Service Board (CSB) Financial Analyst. This position assists in the timely and accurate completion of community mental health, developmental disabilities, and substance use disorder payments to CSBs, and is responsible for preparing the funding documentation to allow for the bi-monthly payments to 20 CSBs; reviewing the Performance Contract between DBHDS and the CSBs; ensuring the accuracy of financial data in the Mid-Year and End-of-Year Reports from the CSBs; and reviewing subrecipient audits and claims. This position is also responsible for informing the CSBs of their General Fund base budgets for the fiscal year; assisting in writing guidelines and instructions for CSBs to follow for completing the performance contract reports; assisting in the design and testing of software used by CSBs to report on funding; and collecting, monitoring, and reconciling regional program funding by type, fiscal agent and amount. Additionally, this position will interface with the department’s accounting system to ensure that expenditures and budgets are keyed correctly and reconcile to the amounts awarded to and reported by CSBs. Also, the position will ensure that Agency Risk Management and Internal Control Standards process testing is documented and completed annually; provide technical assistance and training to CSB counterparts and department staff regarding the payment and reporting process; and review and organize file documentation for payments.


Minimum Qualifications


Experience with state, local, or federal accounting and/or payment processes. Knowledge of governmental financial management and reporting requirements. Ability to prepare reports and use spreadsheets. Excellent oral and written communication skills. Proficient with Microsoft Office applications. Experience using electronic systems to record information in various systems. Knowledge of government funding from multiple revenue sources.

Knowledge of FMS/Cardinal accounting systems.
