Job Description

The Arizona Department of Health Services has initiated a project to implement an Electronic Health Record (EHR) system to support the Arizona State Hospital (ASH) and is seeking a Business Analyst. ASH is a state-operated facility that provides behavioral health services to Arizona’s most seriously mentally ill. ASH currently uses an EHR system known as Avatar, a third-party software product licensed by Netsmart Technologies. Avatar was originally implemented in 1999 and upgraded to newer technology in 2004 but has not been adequately maintained since. In addition, a number of ancillary applications, databases, interfaces, and reports have been developed to supplement the EHR functionality.

This project will upgrade existing Avatar modules to the newest release known as myAvatar and implement new Avatar modules. This new implementation will be hosted by Netsmart. The project scope includes solution design, testing, training, data conversion, and go-live strategy for a 24x7 operation. The ADHS technical components include infrastructure upgrades (potential Virtual Desktop Infrastructure, desktop refresh, mobile device deployment, and network connectivity) and a plan to decommission, revise, or replace the ancillary applications, databases, interfaces, and reports.

The Business Analyst position will work under the general direction of the ASH EHR Implementation Project Manager and the ASH Project Manager and will work closely with the applications team and end users of various clinical and business units at the Arizona State Hospital. Specific responsibilities include:

Business process flow analysis and documentation;
Analysis and documentation of end user requirements;
Translating requirements to the vendor and ASH development teams;
Assisting in preparing functional documentation, including training materials;
Manage System and Integration Testing including test plan and script development, execution, and defect resolution
Assist in creating an operational run book including future governance for requested optimizations to the system after go live of the project

Qualifications


- Bachelor’s Degree plus 5 years of experience in business analysis (or equivalent experience).
- Preference given to candidates with demonstrated proficiency in the Business Analysis Body of Knowledge (BABOK) and/or PMI-PBA certification.
- Prior hospital and/or EMR experience is a plus.
- General knowledge of methodologies and techniques for systems analysis and design, business process modeling, requirements gathering, quality assurance, and software development
- Basic analytical skills to evaluate information gathered from multiple sources, consolidate details and extract to functional requirements
- Demonstrated ability to effectively translate user requirements into business and functional requirements and test scenarios and test cases for projects of various sizes and complexity
- Demonstrated ability to develop and write technical documentation
- Strong customer service skills
- Excellent interpersonal, written and oral communication skills
- Demonstrated ability to balance, prioritize and organize multiple tasks.
- Demonstrated ability to work collaboratively in teams and across organizations.
