I.Β Β DESCRIPTION OF SERVICES


Texas Health and Human Services CommissionΒ requires the services ofΒ 1 Business Analyst 2, hereafter referred to as Candidate(s), who meets the general qualifications ofΒ Business Analyst 2, Applications/Software DevelopmentΒ and the specifications outlined in this document for theΒ Texas Health and Human Services Commission.

All work products resulting from the project shall be considered "works made for hire" and are the property of theΒ Texas Health and Human Services CommissionΒ  and may include pre-selection requirements that potential Vendors (and their Candidates) submit to and satisfy criminal background checks as authorized by Texas law.Β Texas Health and Human Services CommissionΒ will pay no fees for interviews or discussions, which occur during the process of selecting a Candidate(s).


Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost/benefit, ROI, buy/build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

The contractor is expected to support daily IT operations for Identity and Access Management (IAM) and gather and document integration requirements for migrating HHS applications to IAMOnline.

II.Β Β CANDIDATE SKILLS AND QUALIFICATIONS































































Minimum Requirements:
Candidates that do not meet or exceed theΒ minimumΒ stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity.
Years Required/Preferred Experience
6 Required Documentation of business and functional requirements across multiple projects.
6 Required Demonstrable experience using Microsoft products including Word, Excel, PowerPoint, Outlook and Visio.
4 Required Functional testing including reviewing test plans, compiling results and supporting test users.
4 Required Preparing project management artifacts within a defined project management framework.
4 Required Organizing, leading and documenting meetings with stakeholders at multiple levels.
4 Required Business process definition, documentation and engineering.
4 Required Experience with Identity Management implementations
2 Preferred Experience working with SailPoint IQ and OKTA application integrations
2 Preferred Experience working with Texas State Agency's




III.Β Β TERMS OF SERVICE



Services are expected to startΒ 11/01/2024Β and are expected to complete byΒ 08/31/2025. Total estimated hours per Candidate shall not exceedΒ 1640Β hours. This service may be amended, renewed, and/or extended providing both parties agree to do so in writing.




IV. WORK HOURS AND LOCATION



Services shall be provided during normal business hours unless otherwise coordinated through theΒ Texas Health and Human Services Commission. Normal business hours are Monday through Friday fromΒ 8:00 AM to 5:00 PM, excluding State holidays when the agency is closed.

The primary work location(s) will be atΒ 701 W 51st ST Austin, TX 78751. The working position isΒ Telework. Any and all travel, per diem, parking, and/or living expenses shall be at the Candidate's and/or Vendor's expense.Β Texas Health and Human Services CommissionΒ will provide pre-approved, written authorization for travel for any services to be performed away from the primary work location(s). Pre-approved travel expenses are limited to the rates and comply with the rules prescribed by the State of Texas for travel by its classified employees, including any requirement for original receipts.

The Candidate(s) may be required to work outside the normal business hours on weekends, evenings and holidays, as requested. Payment for work over 40 hours will be at the hourly rate quoted and must be coordinated and pre-approved throughΒ Texas Health and Human Services Commission.
