What Youβll Do
As a Business Analyst at CSpring, youβll play a vital role in shaping outcomes that matter. You'll be focused on supporting state child support system modernization initiatives. This role will work directly with stakeholders to analyze current systems and processes, define future-state requirements, and support planning and documentation for large-scale system modernization efforts.
- Provide subject matter expertise in child support operations, including case initiation, establishment, enforcement, financial management, customer service, reporting, and federal compliance.
- Serve as a liaison between stakeholders and technical teams to define and validate business needs, system requirements, and modernization goals.
- Lead and facilitate requirements gathering sessions, documenting business processes and functional needs in alignment with federal and state program objectives.
- Support the development of planning artifacts such as Feasibility Studies, Cost Benefit Analyses, and system modernization roadmaps.
- Develop and evaluate system alternatives to meet future-state goals, ensuring alignment with business needs and system objectives.
- Identify business process improvement opportunities and work with stakeholders to define actionable reengineering strategies.
- Participate in strategy sessions, stakeholder interviews, site visits, and project presentations.
- Contribute to project documentation including As-Is/To-Be process maps, gap analyses, alternative analyses, and OCSS-compliant planning deliverables.

What We're Looking For
Weβre seeking a dynamic, detail-driven Business Analyst whoβs as passionate about solving complex problems as they are about building trusted relationships. Youβll be successful in this role if you bring a blend of technical savvy, strategic thinking, and clear communication.Β
- Exceptional Communication β Outstanding written and verbal communication skills with the ability to facilitate effective interview sessions and translate complex concepts into clear, compelling documentation.
- Business Analysis Expertise β Proven ability to craft persuasive business cases as a natural outcome of stakeholder interviews and discovery.
- Child Support Program Expertise - Strong experience supporting child support programs or systems including: knowledge of federal regulations and operational processes, experience working directly with state agency stakeholders and child support system users, and familiarity with child support system modernization efforts, including planning documents such as PAPDs, IAPDs, and RFPs.
- Systems Thinking β Deep understanding of business complexity, project interdependencies, and organizational impact.
- Problem-Solving Agility β Ability to quickly troubleshoot and resolve issues that arise in work products with minimal oversight.
- Collaboration Across Disciplines β Experience working alongside a variety of experts to assess challenges and define a clear course of action.
- Work Environment β Willingness to work in a hybrid model: three days per week in our Indianapolis office or at a client location.
- Work Authorization β Must be legally authorized to work in the United States. Visa sponsorship is not available for this role.
Preferred Qualifications:
- 5+ years in IT business analysis or a closely related role.
- 5+ years defining both functional and technical requirements.
- Bachelor's degree in Management Information Systems, Business, or a related field.
- Hands-on client-facing consulting experience, with the ability to navigate and influence diverse stakeholder groups.
- Familiarity with Agile/Scrum methodologies and tools such as JIRA, Azure DevOps, or Confluence.
- Relevant certifications like CBAP or PMI-PBA.
- Preference given to candidates located near Indianapolis, IN
