Thurston County Public Health and Social Services (PHSS) is recruiting for a Financial Analyst for our Fiscal Division.
As the Financial Analyst, you will provide complex support to the organization in governmental accounting, grants, and contracts, with sub-recipient providers and vendors. You will serve as a key team member in the development of financial information systems, and oversight of various accounting functions and related financial reports. By leveraging your knowledge of governmental grant and contract management, along with a passion for process improvement, you will play a crucial role in improving the overall effectiveness of assigned projects and funds.
Essential functions may include, but are not limited to, the following:
- Provide financial analysis support for the department, assigned projects and funds, including monthly, quarterly, and annual financial reports
- Review, analyze, develop, and recommend new or improved efficiencies, policies, procedures, and accounting standards, and coordinate their implementations
- Analyze and ensure compliance of complex local, state, and federal standards related to accounting rules and regulations, and grant management; budget development and allocations, allowable costs, direct and indirect costs, and approval of expenditures
- Assist in developing and maintaining data management and governance for proper evaluation, control, and documentation of assigned programs
- Supervise and oversee key staff, ensuring roles and responsibilities are clearly defined and effectively executed
- Monitor and develop standardized reports for programs, to include cost efficiency and effectiveness
- Conduct periodic internal audit of accounting programs, expenditures, and activities to ensure compliance with state, federal, and any applicable grant or contract requirements
- Develop and compile financial data using various source documents
- Participate in annual and biennium budget process
- Perform other work as required or assigned, including, but not limited to, a 24/7 response during public health emergency situations and disease outbreak investigations

WORKING CONDITIONS:
- Work Environment: Office setting in Olympia, Washington
- Schedule: Monday – Friday, 8:00am – 5:00pm, with the option of alternative or compressed schedules and/or remote work one day a week
- Travel Requirements: Occasional travel may be required to attend meetings or trainings
- Customer Interactions: Daily interactions with Thurston County staff and the public

QUALIFICATIONS:
- Bachelor's degree in Accounting, Finance, or closely related field. Additional related experience may be substituted for education on a year for year basis.
- Three (3) years of increasingly responsible governmental accounting experience including budgeting, financial analysis, forecasting, grants and contracts, general ledger, and fixed assets.
- Depending on area of assignment, one (1) year of supervisory experience may be required.
- Ability to utilize a personal computer and related software packages to perform word processing, analysis, information retrieval and tracking.
- Knowledge of federal and state grant regulations as well as cost accounting standards is required.
- Must have knowledge of the State of Washington's Budgeting Accounting Reporting System (BARS) regulations governing local governments.
- Current Washington State Driver's License of have requested and obtained an appropriate accommodation.
